I've seen it for $5 there as well in the morning. It's typically when there's only one table open and there's no one playing and the dealers are all just standing around with their thumbs up their butts.

You wake up, you get your free coffees and free water bottles from the waitresses, you start out at a modest pace, ... might as well give it a try. If the level goes up too promptly, you are no worse off than if you had trekked somewhere else in search of an early morning bargain. You've had your free coffee and free water (well a buck or two to the waitress) if they raise the minimum bet you can re-evaluate your plans for a breakfast buffet somewhere.

Many places will. Perhaps even 'most' places, but often its whims of the Floor Person and its not certain. Any 'grand fathering' at lower bet limits is always temporary and depends largely on crowds and staff scheduling.Requirements

Cannery also has a free Bingo game on Thursday morning, I forget exactly what time, but between 9:00a.m.-11:00a.m., I meant to play it, but wanted to hurry up and get Downtown to bus to The Strip that day because I had a free buffet at Monte Carlo. Not bad, get your own drinks, which I liked.

Yeah, I'd take a free buffet over a free Bingo card anytime, except perhaps on a very rainy and windy day in which the Bingo might be poorly attended thus increasing the chances of those who do brave the elements.

I was there for March Madness but only saw $25 craps.

Yeah that table is the coldest craps table I've ever played at. Not to mention the longest. I think its a 14 footer. Almost looks like it could be 16! No wonder they're offering $5 limits.
